As a user, I can hide test plans with option to unhide

*As a* Test Manager
*I want* test plans to be hidden by default, with the option to unhide
*So that I* avoid confusing on showing test plans when they are not used in our organisation

*It's done when...*
a user can no longer see test plans by default in any area that previously referenced them within the app
a user can change to show test plans and all functionality around them within the app, from the project settings page for TM4J
